Best thing to use is white toothpaste. Rub on, rub off. You will see all the tarnish come off on the cloth. Works great on gold too. Watch out using it on costume jewelry though, it may discolor it. Try it on the underside of the piece if you try it.
Oh and by the way, if you use straight rubbing alcohol on a toothbrush and brush your diamonds, czs, etc., it will make them sparkle. You can also soak the piece in vinegar to get rid of the stuff the alcohol and toothpaste doesn't get.
